How to put the chip into boot mode?

I see on the schematic that the boot0 pin is wired directly to the ground. Why do that? There is already a recovery bootloader in the rom which nobody can accidentally overwrite. For that we really need that boot pin and the ability to pull it high by connecting it to vcc and then flashing it over the serial port with a standard ftdi converter.
